This is the part of the movie when the music crescendos and a sense of foreboding hovers over all the characters. The performance is reaching the end. We can all sense it. The credits will be rolling soon.
I’m talking, of course, about the compact (PILOT) issue. It is nearing resolution, though we are not certain of the final plot twists or the ending. We have tried to keep you abreast of developments over the past months. We have also been in communication with our members who are impacted by the PILOT. For those of you who have not been living and breathing this (like we have), here is a brief update.
The mayor’s task force (of which I was part) turned out to be a legal group, even though they met in private. They recommended intentional annexation and a “payment in lieu of taxes” – set at 35 percent of the city tax rate (down from the current 75 percent) based on assessed property value. The mayor is going to propose an ordinance close to that to the city council tonight.
The city council (of which I am no longer a part) met last week and decided to offer an ordinance that also pushes intentional annexation and adopts a usage-based fee, set at 15 percent higher than the city rate.
Tonight, the council will start debating which way to proceed. As the plot thickens, here are a few items to watch:
* If the council adopts a usage model, will the city decide to stop utility extension – potentially slowing development in the county?
* If the council adopts a usage model, how will they replace the funding of budget items, like residential trash pickup, the compact/PILOT currently supports?
* Can the council resolve this in one meeting – tonight – or their next meeting on July 1, or will they push it to July 15, as has already been suggested?
